THE PRACTISE PROJECT ENCOURAGES SUSTAINABLE COMMERCE WITH A CAMPAIGN IN LOS ROSALES NEIGHBORHOOD

The Practise project is developing a campaign to encourage sustainable commerce in Los Rosales neighborhood. The objective of this initiative is that the establishments in this area are conscious of climate change and take action to save energy and to reduce the consumption and costs in their shops. The campaign aims to make these establishments members of the Practise project.

In this information campaign a leaflet explaining the advantages of joining the project, offers tips on how to become a sustainable commerce establishment and a form to fill in on how to join are distributed. It also gives away a letter from the Deputy Major, in charge of the Environment, Sustainability and Mobility Area, Nieves Vázquez Novo, in which the objectives of the campaign are outlined.

THE PRACTISE PROJECT SIGNPOSTING CAMPAIGN FINISHED SUCCESSFULLY

The Practise project signposting campaign finished successfully. The main objective of this initiative was to encourage several habits among the municipal employees with the aim of reducing the energetic consumption and improve their knowledge on sustainable energy. The campaign, was also addressed to municipal building users and general public.

Different types of buildings were signposted including sport centres, public schools, administration buildings and public buildings such as the Opera Palace, the Fishes House, the Domus, the Forum, the Environment Offices, the Rehabilitation Offices, etc. The signposting elements had different formats and they were located in different areas of the buildings. All of them had received advice on good practices for the employees and external users with the aim of reducing energetic consumption and improve energetic efficiency

REFORM APPROVED OF THE RIGHT OF EMISSION OF GASES LAW, INCLUDING AVIATION

The Council of Ministers has approved the reform project of the Law 1/2005 that will modify the general regime on commerce of the emission rights of greenhouse effect gases. The new law was created due to the need to harmonize the current law to optimize its potential benefits, avoid distortions in the communitary market and facilitate links between regimes of commerce of emission rights. Another aim is to contribute to the European commitment to reduce in 2020 in 20% the global emissions in comparison to the levels in 1990.

The Law Project has only one article that modifies several points of the 2005 Law. Among several modifications, there is the introduction of a new chapter, chapter IX, that regulates the inclusion from 1st January 2012 of the aviation sector in the emission rights commerce regime.

Another novelty relates to the National Plan of Assignation: the main point of the emission rights assignation during their first two stages of the commerce regime. This will disapear from 1st January 2013. From this date onwards there will be a communitary approach.

The directives incorporated in this Law Project were approved in November 2008 and April 2009. There is the directive 2008/101/CE of the European Parliament and the Council and the directive 2009/29/CE. In both directives there are established some notification obligations for aviation operators and industrial plants to be implemented immediately.

THE CLIMATE MAKES US DIFFERENT, THE CENTRAL HEATING BILL MAKES US THE SAME

The fact that Spain has a hotter climate than most European countries unfortunately doesn’t mean that it saves more. The Assocation of Civil, Economic and Social Rights (ADECES), after carrying out research on energy consumption in households in Paris, London, Berlin, Rome, Madrid and Seville, reached the following conclusion: Madrid uses as much central heating as London or Paris, and Seville uses as much as Rome even though they have a winter that is 32% warmer.

The research from ADECES shows that central heating costs in Madrid’s households are between 646 and 342 euros per year, depending on the house being a individual house of 120 m2 or a flat of 90 m2. In London the cost is between 651 and 398 euros and in Paris between 691 and 355 euros.
