Local government spokesman Javier Losada has signed an agreement with the general manager of the Fábrica Nacional de Moneda y Timbre (equivalent to the Royal Mint), Sixto Heredia, in order to make the City Council of La Coruña the first local admnistration in Galicia to offer people the possibility of an electronic signature. In other words, people will have direct contact with the Council from their PC at home.
Anybody with an authorised electronic signature will be able to join the census, find out the staus of his/her receipts and solve all kinds of doubts and questions that in the past required personal presence in the Town Hall offices.
In order to make all of this possible an agreement has been signed with the Fábrica Nacional de Moneda y Timbre, who undertake all the necessary technical, administrative and safety services for people to use an electronic signature and carry out procedures with the Council over Internet with the same legal value as if they were personally present. People with a digital certificate(e.g. anyone who has sent in tax return papers over Internet), will be able to accede to his/her receipts, request census forms, traffic accident reports etc without having to leave home, as the electronic signature offers guarantees of safety on Internet. People without a digital certificate will have to fill in a request form at www.aytolacoruna.es, to obtain a user code. Once this has been done they will have to go to one of the special offices to verify their identity and activate the digital certificate. The above-mentioned offices are at Delegaciones y Administraciones de la Agencia Estatal de Administración Tributaria, and Delegaciones de la Seguridad Social. An office will be set up in the Town Hall within one month. Following are some of the benefits of the electronic signature for 2006. Register: Forms and other documents can be presented with the same legal value as if they were presented in person. Electronic bids: Companies making an offer for a public competition will be able to do so over Internet, registering the date and time of the offer. On-line requests: Census forms will be available in less than a minute and can be printed at home. Personal data: Consult the status of procedures with the Council without having to wait in queues. Pay taxes: More flexibility as you will be able to pay directly from your bank account without having to use a credit card on-line. This service will in the future include paying for booking sports installations, training courses etc. The Fábrica Nacional de Moneda y Timbre will also produce 700 encoded cards (similar to an electronic ID) to advance the implementation of the electronic signature in various municipal departments, so that paperwork can be eliminated from many internal procedures.
